How does reverse diffusion take place in musical talent? Idil-Biret Law-based view in Turkish music history

The subject of musical talent was tried to be supported by practices such as the İdil-Biret Law in the first years of the republic. This legislation is an example of direct political support for giftedness. How do such practices, made with the argument of the impact of environmental factors on talent and giftedness development, direct the talent flow to Turkey? How can the diffusion in the talent stream (flow from a highly talented or supportive environment to a less talented one and support talent) be reversed? I discussed the answers to their questions. In this discussion, I created codes from the data of research conducted with Suna Kan and İdil Biret. Among the factors for reverse diffusion and the development of musical talent in Turkey, I put forward factors such as incentives, making the Turkish environment attractive, and the transitional and unstratified structure of the layer and status structure. I suggest that a model for the development of Turkish music and talent in this field should be created urgently.
